Google Motors is led by Chris Urmson, head of Google's driverless car program. Umsen announced at the North American International Auto Show in January that Google is in talks with General Motors, Ford, Toyota, Daimler and Volkswagen. He also said to USA Today in March: "It is very difficult to produce cars, and car manufacturers are very good at it. So I think we should look for partners."

But so far, Google has not established a partnership with any vendor. This may be because Google already owns its own Google car company. The company registered the business as a passenger car manufacturer, and documents show that Google Motors was established in late 2011. Google initially used the company to refit and test a number of Lexus SUV driverless cars, and previously modified the first Prius driverless cars. All 23 Lexus driverless cars registered by Google's motor vehicle management division are owned by Google Motors, and some of them have recently been involved in minor traffic accidents.

Although these traffic accidents have not led to any lawsuits, Anita Krug, an associate professor of law at the University of Washington, says many companies set up subsidiaries to specialize in such businesses when trying new businesses that may be at risk. . “When you set up an independent entity, the responsibilities are usually independent,” she said. “That is, if the subsidiary is in financial trouble, the creditor cannot recover from the parent company.”

But as Google’s driverless car ambitions continue to expand, the role of Google’s car companies is growing. At the end of May last year, Umsen was appointed general manager of Google Motors, responsible for the day-to-day operations of the company. The Google driverless car also established a partnership with the National Highway Traffic Safety Administration to conduct emissions testing in California. To escape stringent safety requirements and crash testing, Google Motors has designed a light, low-speed car with a top speed of only 25 mph.

Documents submitted by Google Motors to the National Highway Traffic Safety Administration show that these cars are designed with rear-wheel drive and each wheel has its own brake system. These cars are powered by 20-30 kW electric motors and are powered by lithium batteries. These cars are currently being assembled on the outskirts of Detroit by Google's production partner Roush.

Umsen once told regulators that Google Motors has not sold any low-speed cars and has no sales plans. But this does not mean that Google will not sell driverless cars directly to the public in the future. In fact, Sebastian Thrun, the founder of Google's driverless car project, once said: "Google's ambitions have always been through research and development to launch actual products."

Google has never set up a dedicated company for the hardware project of the Google X department. Kruger believes that this shows that Google is confident in the company's success, and if it is successful, the company may even split it.
