On April 30, the provincial video surveillance construction and management conference was held in Handan. Vice Governor Li Ya attended the meeting and delivered a speech, emphasizing the importance of strengthening public security through advanced technology. Deputy Director Liu Xiaoyun of the Provincial Party Committee's Political and Legal Affairs Commission chaired the event, while numerous provincial leaders, including Sun Jianuo, Cui Xinfang, and Ma Daodao, were present. Additionally, officials from Xiangyang City, such as Mayor Zhao Ruidong, Deputy Mayor Shen Yanping, and others, participated in the meeting or accompanied the delegations.
Mayor Zhao Ruidong welcomed the attendees on behalf of the Liyang Municipal Committee and Government, highlighting the city’s recent progress in economic and social development. He mentioned that Liyang has implemented the spirit of the 18th Party Congress and carried out various initiatives aimed at improving governance and public services. By leveraging the province's "three national strategies," the city has focused on scientific development, aiming to catch up with regional growth and enhance its overall competitiveness.
Zhao also emphasized the city's efforts in building a comprehensive social security prevention system. In 2012, Xiangyang launched the “Starry Sky†project, investing heavily in high-definition surveillance cameras across urban and rural areas. This initiative has significantly improved public safety, reduced crime rates, and increased citizen satisfaction. The city's efforts have led to a remarkable rise in public confidence and law enforcement satisfaction, ranking first in the province.
Li Ya, in his speech, praised Xiangyang's achievements but also pointed out challenges in the broader province. He called for a unified approach to video surveillance, stressing the need for clear goals, standardized systems, and stronger leadership. He urged all local governments to take responsibility and ensure effective implementation of the projects.
Chen Zhizhong, deputy director of the Provincial Public Security Department, provided detailed plans for the future of video surveillance. Before the conference, participants toured the Xiangyang Emergency Command Center, Qingfeng County Police Station, and other locations to see the practical applications of the surveillance systems. They also watched documentaries showcasing the progress made in cities like Puyang and Yongcheng.
The conference underscored the importance of continuous improvement in public safety infrastructure, ensuring that technology supports community well-being and stability. With a focus on collaboration, transparency, and innovation, Henan is moving toward a safer and more secure future.
