The "Opinions" pointed out that it is necessary to vigorously develop non-metallic mineral material deep processing products focusing on graphite, kaolin, bentonite, talc, wollastonite, quartz, fluorite, and perlite.

According to the "opinions" plan, during the "12th Five-Year Plan" period, it is necessary to build a mining and deep processing industrial base in China's advantageous non-metallic mineral resources concentrated areas.

Among them, fluorite implements total mining and production limits, strictly controls new production capacity, and guides the rational and efficient use of resources. Focus on key production areas such as Zhejiang, Hunan, Jiangxi, Fujian and Inner Mongolia, integrate resources, introduce advanced technologies, develop deep processing, and extend the industrial chain.

Fire-resistant clay, the implementation of total mining and production restrictions, strict control of new mining capacity, with Shanxi, Henan and other major production areas as the focus, increase the intensity of mineral resources integration to ensure the quality of scarce resources to use, improve the level of comprehensive utilization.

Stone, in the Bohai Rim region and the upper and middle reaches of the Yangtze River, plans to build 2-3 large-scale international stone processing and distribution bases relying on the advantages of water transportation, ports and regional markets, and the advantages of western resources.

Graphite, relying on the origin of resources and industrial bases, builds specialized graphite series deep processing products and downstream industrial bases in Heilongjiang Jixi and Luobei, Yichang, Hubei, and Xinghe, Inner Mongolia.

Talc, relying on Shandong Pingdu, Guilin, Guilin and Liaoning Haicheng processing bases, will stabilize the ore production capacity and develop high-performance mineral materials and products.

Kaolin supports the construction of coal-based kaolin bases in Suzhou, Jiangsu, Maoming, Guangdong, Beihai, Guangxi, Longyan, Fujian, and Inner Mongolia and Shanxi, and develops high-performance kaolin products.

Diatomite, based on the advantages of resources in Jilin Baishan area, builds a diatomite production and processing base, and develops filter aids, catalysts, asphalt modifiers, insulation materials and other products.

Perlite, focusing on major production areas such as Henan, Inner Mongolia, Shanxi, and Liaoning, has strengthened the integration of mineral resources and vigorously developed composite high-performance materials and products for energy conservation, environmental protection, and fire protection.

The reporter noted that in order to effectively guide the development of the non-metallic material deep-processing industry, the Opinions also proposed to study and formulate barriers to entry to improve certain key minerals, improve the standards system for non-metallic mineral products, and actively develop new materials for deep processing of non-metallic minerals. The research and formulation of the product standards and test method standards for the products are intended to create a good external environment for the non-metal deep processing industry.
