The General Office of the Shanxi Provincial Government issued a document on the 21st to clarify the emission reduction targets of PM2.5 and the average concentration of sulfur dioxide. In the meantime, Shanxi Province has made efforts to build a “no coal zone” and to resolve excess coal, steel, and coal-fired power plants.

Under the background of increasing environmental protection requirements, Shanxi, a traditional energy province, has promoted the clean and efficient use of coal as an important content.

On the 21st, in accordance with the aforementioned Notice of the General Office of the People's Government of Shanxi Province on Printing and Distributing the 2018 Action Plan for the Prevention and Control of Air Pollution in Shanxi Province (referred to as the “Notice”), in 2018, the prevention and control of air pollution in Shanxi should ensure the average concentration of PM2.5 and the number of excellent days. The proportion and the total amount of major atmospheric pollutants are reduced to complete the task assigned by the state. The average concentration of sulfur dioxide is about 45 micrograms per cubic meter.

For many years, due to multiple factors such as resource endowment and industrial structure, atmospheric and water pollution has become one of the obstacles to the transformation and upgrading of Shanxi's industry. To this end, Shanxi has made efforts to build a “no coal zone”, resolve excess capacity, and develop clean energy.

According to the aforementioned "Notice", Shanxi requires comprehensive and coordinated efforts to promote clean heating work in urban built-up areas, county towns and urban-rural junctions, and rural areas. Before the end of October 2018, the clean heating coverage rate of urban built-up areas in 11 districts and cities in Shanxi was 100%. The clean heating rate in the built-up areas of Taiyuan and surrounding areas was over 70%, and the clean heating rate in other counties (cities) built-up areas reached 50%. Above 100%, the clean heating rate in rural areas strives to reach more than 30%.

In addition, Shanxi is fully committed to strengthening the construction of “forbidden coal zones”. Before the end of September 2018, all the 11 districts and cities in Shanxi should designate the urban built-up area as a “no-burn zone”, and combine the urban suburbs into the “no-burn zone” in combination with air quality improvement requirements, and implement joint control. It is forbidden to store, sell or burn coal in addition to coal, electricity, central heating and raw material coal enterprises within the scope of “no coal zone”.

In fact, in the process of defending the blue sky and improving the environment, Shanxi continued to overweight to withdraw excess capacity.

In the above-mentioned "Notice", Shanxi asked the Shanxi Provincial Economic and Information Committee, the National Development and Reform Commission and other departments to formulate annual capacity-resolved, over-capacity projects in the coal, electric power and other industries, comprehensively clean up the over-capacity projects in overcapacity industries, and support the encouragement of enterprises with overcapacity to withdraw and transform.

In the meantime, Shanxi clearly determined that the coal production capacity will be 22.4 million tons in 2018, the crude steel production capacity will be 1.9 million tons, and the coal power unit will be more than 1 million kilowatts.

In addition, Shanxi requires strict implementation of the peak production of industrial enterprises in autumn and winter. From October 1, 2018, sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds cannot meet the special emission limits of atmospheric pollutants (other than coal), petrochemical, chemical, non-ferrous (without alumina), cement. Existing enterprises such as the industry, industrial coal enterprises that are using coal-fired boilers, and industrial enterprises that have not completed the requirements for unorganized emission control shall be shut down for production; if the specific emission limits of atmospheric pollutants in the corresponding industries are met and the requirements for unorganized emission control are completed, the municipalities shall According to the local environmental air quality improvement target and the requirements for ensuring people's livelihood, the county government shall, under the premise of meeting the national peak production regulations, determine the production requirements for peak production during the heating period.
