In the first half of 2016, the General Administration of Quality Supervision, Inspection and Quarantine seriously implemented the central government's major strategic arrangements for adjusting the economic structure, deepening reforms and improving people's livelihood, and adhered to the administration according to law, closely focusing on the work guidelines of "taking quality, ensuring safety, promoting development, and strengthening quality inspection". We have carefully organized and conducted national supervision and inspection of the quality of seven major categories of products such as daily use and textiles, electronic appliances, light industrial products, construction and decoration materials, agricultural production materials, machinery and security products, and electrical and materials. The relevant information is hereby announced as follows:
First, the basic situation
(1) In the first half of 2016, the State supervised and randomly selected 56 kinds of products. These include: 4 kinds of daily use and textiles such as knitted underwear, women's underwear, travel shoes, roller skates; electric blankets, electric ovens and baking utensils, hand-held information processing equipment, household electric washing machines, indoor heaters, range hoods, 11 kinds of electronic appliances such as refrigerators, water storage electric water heaters, heat pump water heaters, desktop microcomputers, power adapters, etc.; toothbrushes, soaps, household cleaners, laundry detergents and liquid detergents (washing liquids), bicycles, 14 kinds of light industrial products such as one-arm operation walker, tissue paper, sanitary napkin (including sanitary pad), diaper (sheet, pad), wet wipes, resin lens, electric bicycle, household solar water heater, simulation jewelry, etc.; 7 kinds of construction and decoration materials such as hot-rolled ribbed steel bars, waterproof coatings, medium-density fiberboard, floor coating materials, new wall materials, artificial stone, anti-reflective film glass for solar photovoltaic modules, drip irrigation belt, phosphate fertilizer, 5 kinds of agricultural production materials such as pesticides, thresher and agricultural film; RMB identification instrument, automobile lamp, machining center (including CNC milling machine), 10 kinds of machinery and security products such as woodworking machine tools, explosion-proof electrical explosion-proof switches, helmets, safety belts, CNC lathes, brake linings for automobiles, locks, etc.; valves, wire ropes, magnesia carbon bricks, power coal, high-strength fasteners, etc. 5 kinds of electrical and material products.
(II) In the first half of 2016, a total of 3,952 batches of products produced by 3,897 companies were randomly selected, and 384 batches of products were found to be unqualified. The unqualified product detection rate was 9.7%. From the spot check, the product pass rate was 90.3%, compared with the national supervision and inspection pass rate in 2015, a decrease of 0.8 percentage points.
(3) Judging from the production scale of enterprises, the number of large, medium and small enterprises surveyed accounted for 16.8%, 21.2% and 62.0% of the total number of random inspection enterprises respectively, and the pass rate of product inspection was 95.5%, 92.7% and 88.1% respectively. Compared with 2015, the pass rate of large, medium and small enterprises was reduced by 1, 1.3 and 0.9 percentage points respectively. The results of the spot checks reflect that the quality level of all types of enterprises has declined, and the quality level of large and medium-sized production enterprises continues to lead the small enterprises.
(IV) From the spot check of products subject to market access management, in the first half of 2016, 15 products for industrial product production license management were randomly selected, covering 1304 batches of 1304 enterprises, and 110 batches of unqualified products were detected. The pass rate of product sampling was 91.6%. A total of 10 products involving compulsory certification catalogues were selected. The spot check items covered CCC certification indicators and other indicators such as performance and energy efficiency, covering 626 batches of products from 626 companies, and 81 batches of unqualified products were detected. 87.1%; among which CCC certified products were obtained, 622 batches of 622 companies were sampled, and 52 batches of unqualified products were detected. The pass rate was 91.64%.
(5) Judging from the distribution of the pass rate of different products, the product category with 100% pass rate in the first half of 2016 accounted for 4% of the total, which was 7.1 percentage points lower than the same period in 2015; the pass rate was over 80%. The product category accounted for 94.6% of the total, up 2.9 percentage points year-on-year. Among the 56 kinds of products examined, 34 of them had a pass rate of more than 90%, and there were still 3 kinds of random inspections with a pass rate of less than 80%. Among them, the pass rate of drip irrigation products was the lowest, only 57.1%.
Second, the regional quality status
(1) In the first half of 2016, the national supervision and spot checks covered 29 provinces, autonomous regions and municipalities directly under the Central Government. Based on the types of products examined and their industrial distribution, the sampling quantities vary from region to region. The specific conditions are as follows:

(2) Judging from the distribution of spot checks, the number of products inspected in the eastern region was relatively large, and a total of 2,892 batches were sampled, accounting for 73% of the total number of products inspected; 507 and 553 batches were randomly selected in the central and western regions, accounting for spot checks. 13% and 14% of the total. There are major differences in the quality level of spot checks in the eastern, central and western regions. The pass rate of product inspection in the eastern region was 90.5%, which was 0.2 percentage points higher than the national average of national supervision and spot checks. The pass rate of product inspection in the central region was 91.1%, which was 0.8 percentage points higher than the national average of national supervision and spot checks. It was 88.2%, which was 2.1 percentage points lower than the national supervision and inspection national average. Compared with 2015, the pass rate of random inspections in the eastern region increased by 0.3 percentage points, and that in the central and western regions decreased by 1.8 and 4.6 percentage points respectively.
Third, product quality spot check results analysis
(1) Daily use and textiles. In the first half of the year, 339 batches of products produced by 4 kinds of 339 companies were randomly selected. The pass rate of random inspection was 92.3%, which was 5.3 percentage points higher than that of 2015. Among them, the pass rate of the three kinds of products of knitted underwear, women's underwear and travel shoes is above 90%; the pass rate of roller skate products is 82.1%, which is 24% higher than that of 2015.
(2) Electronic appliances. In the first half of the year, 672 batches of products produced by 11 672 companies were randomly selected, and the pass rate was 87.6%, an increase of 8.3 percentage points over 2015. Among them, electric blankets, electric ovens and baking utensils, indoor heaters, range hoods and desktop microcomputers have a pass rate of more than 90%; handheld information processing equipment, household electric washing machines, refrigerators, water storage The qualified rate of the six types of electric water heaters, heat pump water heaters and power adapters are all below 90%. The quality problem of the power adapter is more prominent. The qualified rate of product inspection is 77.2%. The main problem is that the radiation disturbance project is unqualified.
(3) Light industrial products. In the first half of the year, 867 batches of products produced by 14 types of 812 companies were sampled. The pass rate of product inspection was 91.8%, an increase of 3.1 percentage points over 2015. Among them, the pass rate of toothbrush and soap products is 100%; liquid detergent (washing liquid) for washing powder and clothing, bicycle, one-arm operation walker, tissue paper, sanitary napkin (including sanitary pads) The pass rate of 8 kinds of products of diapers (sheets, pads), wet wipes and household solar water heaters are all above 90%; the pass rate of household cleaning agents, resin lenses, electric bicycles and simulation accessories are all below 90%.
(4) Construction and decoration materials. In the first half of the year, 558 batches of products produced by 7 kinds of 558 enterprises were randomly selected. The pass rate of product sampling was 91.2%, which was 1 percentage point lower than that in 2015. Among them, the qualified rate of four kinds of products for hot-rolled ribbed steel bars, medium-density fiberboard, artificial stone and solar photovoltaic modules for reinforced concrete are all above 90%. The pass rate of all kinds of waterproof coatings, floor coating materials and new wall materials was below 90%. The quality of waterproof coatings was more prominent. The qualified rate of product inspection was 74.4%. The main problem was that the naphthalene content was unqualified.
(5) Agricultural production materials. In the first half of the year, 572 batches of products produced by five 572 companies were randomly selected. The pass rate of product sampling was 90.0%, which was 3.5 percentage points lower than that in 2015. (7) Electrical and materials. In the first half of the year, 440 batches of products produced by five 440 companies were randomly selected. The pass rate of product inspection was 89.8%, which was 0.3 percentage points lower than that of 2015. Among them, the pass rate of the three kinds of products of magnesia carbon brick, power coal and high-strength fasteners are all above 90%; the pass rate of product inspection of valves and wire ropes is below 90%.
Fourth, tracking and spot check results analysis
(1) Product tracking and spot check. According to the spot check, in the first half of 2016, there were 27 kinds of products that were checked more than 3 times in the past five years, accounting for 48.2% of the total number of products examined. Among them, sanitary napkins (including sanitary pads), pesticides and diapers (sheets, pads) and other products have been checked for more than 95% for three consecutive years. Compared with 2015, 26 products were tracked and checked in the first half of 2016, and the pass rate of 18 products was improved, with an average increase of 6.3 percentage points. Among them, the largest increase in the rate of product sampling inspection is the roller skates, an increase of 24 percentage points; the largest decline is the power adapter, a decline of 13.9 percentage points.
(2) Unqualified enterprises track the spot checks. Among the 433 unqualified enterprises that had been spot-checked, it was found that 100 companies no longer produced similar products or had stopped production and closed the business, and did not sample, accounting for 23.1% of the total number of companies that followed the spot check; Among the home enterprises, 290 companies were qualified for spot check, accounting for 87.1% of the total number of companies surveyed and spotted; 43 companies failed to pass the product quality inspection twice, accounting for 12.9% of the total number of companies. The results of the follow-up test indicate that the local quality and technical supervision departments have strictly followed the law in light of the problems found in the spot checks, urged the production enterprises to rectify and review, and played a role in supervising and promoting the enterprise's implementation of the main responsibility, standardizing production and improving product quality.
The results of the national supervision and spot check in the first half of 2016 have been announced to the public through the website of the General Administration of Quality Supervision, Inspection and Quarantine. The General Administration of Quality Supervision, Inspection and Quarantine has instructed the quality and technical supervision departments of the relevant provinces (autonomous regions and municipalities directly under the Central Government) to conduct random inspections of unqualified products and their production in accordance with relevant laws and regulations.
