Expired pesticides are often unmanufactured

No clear regulations and no department recycling

As the current national pesticide management policy does not clearly stipulate, expired pesticides cannot be destroyed at will and there is no department for recycling. Some of the expired pesticides that have not gone are replaced by lawless elements and re-entered the market, seriously affecting the order of the entire pesticide market. This year, many cases have been investigated and dealt with throughout the country. Experts believe that the establishment of expired pesticide recall system is imminent.

According to report, since the beginning of this year, Yunnan, Chongqing, Shanxi, and Jiangsu have investigated and dealt with many cases of expired pesticides entering the market illegally. In February, Chongqing Yunyang County Agricultural Administrative Law Enforcement Brigade arrested dealers selling expired pesticides in Bayang Town, involving an amount of nearly 7,000 yuan; in March, a pesticide operator in Fengjie County of Chongqing City sold expired pesticides and was seized by the local industrial and commercial authorities. A total of 95 1900 bottles of expired pesticides were involved. In March, law enforcement officers of the Industry and Commerce Bureau of Dong’an County, Hunan Province, seized overdue batches of pesticides in a certain agricultural resources distribution shop in Zixi Town, the county, totaling 14 pieces worth more than 6000 yuan; in May, Shanxi Feng Xi Agricultural Resources Trading Co., Ltd. changed the date of production of five types of expired pesticides, totaling 295 items, and seized them by the local industrial and commercial authorities. In June, the Industrial and Commercial Bureau of Liling City, Hunan Province, seized a den of “late date of birth” that was out of date for pesticides. 331 cases of expired pesticides worth 40,000 yuan were seized on the spot; in August, the Hanjiang Trade and Industry Bureau in Yangzhou City, Jiangsu Province seized a batch of expired pesticides in a farmer's shop, totaling 17 boxes and 1700 bottles. Merchants posted new expiration dates on expired pesticides. According to relevant experts, at present, China's pesticide management policy does not have a clear method of supervision over the handling of expired pesticides. There are only some principle regulations. For example, the treatment of expired pesticides only stipulates that “there must be strict compliance with the relevant provisions of environmental protection laws and regulations to prevent pollution of the environment”, but it does not provide specific treatment methods, nor does it specify a specific implementation department and stays in the hands of dealers. There is no good way out for the large number of expired pesticides. Dr. Zhao Haibin, a pesticide expert at the Heilongjiang Academy of Agricultural Sciences, said that the best way to solve this problem is to establish a scientific and perfect expired pesticide recall system as soon as possible to maximize the protection of farmers' interests, purify the pesticide market, and at the same time protect our surroundings.
