The relevant person in charge of the National Network Information Office said that the number of Chinese Internet users is the largest in the world, the number of user accounts is huge, and the account chaos is increasingly prominent. According to the person in charge, the “Regulations” regulate the service and usage behavior of Internet companies and users on the names, avatars and profiles of account numbers, including blogs, microblogs, instant messaging tools, forums, post bars, and post comments. All accounts registered for use in Internet Information Services. "Account management follows the principle of 'real name on the background, voluntary at the front desk', fully respects the right of users to choose personalized names, and focuses on solving the problem of front office name chaos."

Article 1 In order to strengthen the management of Internet user account names and protect the legitimate rights and interests of citizens, legal persons and other organizations, according to the "Notice of the State Council on Authorizing the State Internet Information Office to be responsible for the management of Internet information content" and relevant laws and administrative regulations, This regulation.

Article 2 These Regulations apply to the registration, use and management of Internet user account names within the territory of the People's Republic of China.

The term "Internet user account number" as used in these Regulations refers to the account name registered or used by an organization or individual in Internet information services such as blogs, microblogs, instant messaging tools, forums, post bars, and post comments.

Article 3 The State Internet Information Office is responsible for supervising and managing the registration and use of Internet user account names in the country. The competent departments of Internet information content of all provinces, autonomous regions and municipalities directly under the Central Government are responsible for supervising and managing the registration and use of Internet user account names in their respective administrative regions.

Article 4 Internet information service providers shall implement safety management responsibilities and improve user service agreements. It is clear that Internet information service users shall not have illegal or bad information in the registration information such as account names, avatars and profiles, and shall be equipped with the scale of services. Professionals, review the registration information such as account names, avatars and profiles submitted by Internet users, and do not register illegal and uninformed information; protect user information and citizens' personal privacy, consciously accept social supervision, and promptly handle public reports. Article 5 Internet information service providers shall, in accordance with the principle of “real name in the background and voluntary at the front desk”, require Internet information service users to register their accounts after authentic identity information authentication.

Internet information service users should sign an agreement with the Internet information service provider to commit to the seven bottom lines of laws and regulations, socialist system, national interests, citizens' legitimate rights and interests, public order, social morality and information authenticity.

Article 6 The names of Internet user accounts registered and used by any institution or individual shall not have the following circumstances:

(1) Violating the provisions of the Constitution or laws and regulations;

(2) endangering national security, divulging state secrets, subverting state power, and undermining national unity;

(3) damaging the national glory and interests and harming the public interest;

(4) inciting national hatred, ethnic discrimination, and undermining national unity;

(5) Destroying the state's religious policies and promoting cults and feudal superstitions;

(6) Spreading rumors, disrupting social order and undermining social stability;

(7) spreading obscenity, pornography, gambling, violence, murder, terror or abetment;

(8) insulting or slandering others and infringing upon the lawful rights and interests of others;

(9) Containing other contents prohibited by laws and administrative regulations.

Article 7: Internet information service users use fraudulent information to defraud account name registration, or their account picture, profile and other registration information are illegal and bad information. Internet information service providers shall take notice to correct, suspend or cancel registration. .

Article 8 For the name of a registered account of fraudulent use, affiliates or social celebrities, the Internet information service provider shall cancel its account number and report to the competent department of Internet information content.

Article 9 The violation of these Provisions shall be handled by the relevant departments in accordance with the relevant laws and regulations.

Article 10 These Provisions shall be implemented as of March 1, 2015.
