**Abstract:** In response to the rising tide of trade protectionism globally, Minister of Commerce Chen Deming recently published a signed article in Qiushi, emphasizing the need for a more proactive and open strategy. He specifically advocated for the concept of "opening up for openness," aiming to foster mutual economic cooperation and create a favorable external environment for sustainable development. Chen highlighted that the international landscape facing China's openness has become increasingly complex. On one hand, many countries are deeply integrated with the Chinese economy and seek greater access to its markets through trade and investment. On the other hand, China faces growing challenges in foreign trade, including rising trade barriers, protectionist measures, and investment restrictions. To address these issues, Chen clearly proposed the "opening up for openness" strategy. This approach encourages reciprocal openness—where China opens its markets in goods, services, and investments in exchange for similar access from its trading partners. The goal is to build a fairer and more balanced global trade system. According to Ms. Sen, an associate researcher at the Ministry of Commerce’s Institute of International Trade, true openness requires mutual efforts and compromise. She believes that the "opening up for openness" policy not only promotes market access but also represents a smart and forward-looking strategy. It helps avoid destructive trade wars and leads to win-win outcomes for all parties involved. Song Wei, director of the International Trade Research Office at the Chinese Academy of Social Sciences’ Institute of World Economics and Politics, noted that foreign investors are eager to enter key sectors in China, such as energy, high-end manufacturing, and finance. At the same time, China is pushing for fewer restrictions on high-tech exports and broader recognition of its market economy status. Strengthening intellectual property rights and promoting technology exchanges are seen as essential steps toward healthier and more sustainable bilateral trade relations. Looking ahead, Song believes that as the global economy recovers, trade growth will gradually rebound. In the long term, the role of trade in driving economic development is expected to remain significant.
