**Abstract**
In response to the rising tide of trade protectionism around the world, Minister of Commerce Chen Deming recently published a signed article in *Qiushi*, emphasizing the need for a more proactive and open strategy. He clearly advocated for the concept of “opening up for openness,†which aims to encourage other countries to open their markets in exchange for China’s own market access in areas such as goods, services, and two-way investments.
Chen pointed out that the international environment surrounding China’s opening-up policy is becoming increasingly complex. On one hand, many countries are growing more reliant on the Chinese economy and are seeking greater opportunities for trade and investment within China. On the other hand, China faces significant challenges in foreign trade due to increasing trade barriers, protectionist policies, and investment restrictions.
To address these challenges, the minister proposed the “opening up for openness†strategy, which encourages mutual market access and fosters a favorable external environment for sustainable development. This approach not only promotes bilateral cooperation but also helps reduce trade tensions by encouraging dialogue and compromise.
According to Senior Researcher Sen from the Institute of International Trade, openness should not be one-sided. It requires mutual benefits and shared efforts. Therefore, the “opening up for openness†strategy is a smart and forward-thinking move that can help both China and its trading partners achieve win-win outcomes.
Song Wei, Director of the International Trade Research Office at the Institute of World Economics and Politics, noted that currently, foreign investors are eager to enter sectors like energy, high-end manufacturing, and finance in China. At the same time, China is pushing for the relaxation of export controls on high-tech products and the recognition of its market economy status. Strengthening intellectual property rights protection is also key to building trust and promoting long-term trade growth.
Looking ahead, as the global economy recovers, trade growth is expected to rebound. In the long term, trade will continue to play a vital role in driving economic development. By fostering fair and balanced trade relations, China can ensure sustainable and inclusive growth for all parties involved.
