In the early part of this year, Zhengzhou City initiated the construction of a patent navigation industry development experimental zone, leveraging the Zhengzhou New Materials Industry Cluster. This initiative is centered around an area in Xiangyang City, covering approximately 10 square kilometers. The initial target for the project in 2013 was set at "three billion yuan," which included completing investment projects signed in 2012, attracting an additional 10 billion yuan in investments, and achieving a fixed asset investment of 10 billion yuan. The long-term goal was to establish a new materials industrial park with over 35 billion yuan in investment and an output value exceeding 100 billion yuan by 2016.
According to information released on September 5, the State Intellectual Property Office recently announced the first batch of eight patent navigation industry development experimental zones in China, and the Zhengzhou New Materials Industry Cluster was selected as one of them. This designation highlights the city’s growing role in intellectual property innovation and its commitment to integrating patent strategies into industrial development.
The experimental zone aims to utilize the latest patent research outcomes as a foundation for innovation. It focuses on embedding patent applications within industry, product, and market development, creating a deep connection between patent analysis and industrial operations. By strengthening the link between patent creation and industrial innovation, the initiative seeks to build a robust mechanism that supports industrial competitiveness and drives high-end development.
The construction of the experimental area is based on a specific industrial cluster, with the core objective of enhancing enterprise patent application capabilities. It encourages collaborative use of patents among enterprises, universities, and research institutions, promoting new models of patent application to foster advanced industrial growth. The project is scheduled to conclude in August 2018, during which time the State Intellectual Property Office will implement a tracking management system and a statistical indicator framework. An expert steering committee will also be established to monitor and guide the progress of the initiative.
Looking ahead, Zhengzhou City plans to establish a research institute dedicated to superhard materials and form a decision-making team involving departments such as intellectual property, science and technology, finance, and industry credit. Special funds will be allocated to support patent industrialization projects, and detailed plans for patent reserves, trading platforms, and industrialization platforms will be implemented. These efforts aim to cultivate key enterprises with strong competitive advantages, develop influential brands, and ultimately transform the Zhengzhou New Materials Industry Cluster into the "China Super Hard Material Industry Valley."
