In the early part of this year, Zhengzhou City launched the construction of a patent navigation industry development experimental zone, leveraging the Zhengzhou New Materials Industry Cluster. The planned area of the Zhengzhou New Materials Industry Cluster in Xiangyang is approximately 10 square kilometers. The initial target for 2013 was set at "three billion yuan," which included fully launching investment projects signed in 2012, increasing investment by 10 billion yuan, completing fixed asset investments of 10 billion yuan, and aiming to establish a new materials industrial park with an investment exceeding 35 billion yuan and an industrial output value surpassing 100 billion yuan by 2016.
On September 5, it was reported by the Municipal Intellectual Property Office that the State Intellectual Property Office recently announced the first batch of eight patent navigation industry development experimental zones in China, with the Zhengzhou New Materials Industry Cluster being one of them. This initiative aims to integrate the latest patent outcomes into research and development, embedding patent applications within industry, product, and market innovation. It seeks to create a deep alignment between patent information analysis and industrial operations, as well as between patent creation and industrial innovation.
The experimental zone emphasizes a strong working mechanism to support industrial competitiveness and drive high-end development. Its construction focuses on specific industrial agglomeration areas, with the core goal of enhancing enterprise patent application capabilities and promoting collaborative use of patents among enterprises, universities, and research institutions. This approach actively explores new models of patent application to foster industry growth. The project is scheduled to conclude by August 2018, during which the State Intellectual Property Office will implement a tracking management system and a key performance indicator statistical framework, alongside establishing an expert steering committee for ongoing guidance.
Looking ahead, Zhengzhou plans to establish a research institute for superhard materials and a decision-making team focused on patent navigation, involving departments such as intellectual property, science and technology, finance, and industry credit. Special funds will be allocated to support patent industrialization projects, and in-depth patent reserve strategies will be implemented. Plans include developing operational frameworks, building a patent trading platform, and constructing an industrialization platform. The city also aims to cultivate a group of key enterprises with core competitiveness, create a number of strong market brands, and transform the Zhengzhou New Materials Industry Cluster into the "China Super Hard Material Industry Valley."
