Germany PV-Magazine reported on July 1 that the EU and China PV double-reverse negotiations or failed due to component price negotiations. As a result, China has rejected the EU's proposed export component at a minimum price of 0.65 euros per watt. In July, JA Solar and Yingli have stopped shipping components to countries such as Europe. But at the same time, Croatia joined the European Union and agreed to give Chinese PV manufacturers an extra opportunity to enter the European continent.


Currently, ongoing trade negotiations are aimed at resolving disputes between the EU and China's solar trade, and the dispute depends on the proposed minimum sales price negotiation for PV modules.

It is reported that the Brussels delegation proposed the lowest price: 0.65 euros per watt (0.85 US dollars / watt), and the offer is currently being rejected by the Chinese.

Beijing negotiators said that some German companies have already sold in the EU at less than 0.58 euros/watt. The Beijing negotiator said: “0.50 Euro/W is more acceptable.”

Negotiations will continue until August 5, after which Chinese companies face a 11.8% temporary anti-dumping duty on silicon wafers, batteries and components. Since then, the EU will increase this ratio until 67.9%

On the other hand, the European Committee on Countervailing Duty will also make a decision on August 5 to determine whether the solar products made in China are purely subsidized by the state and whether to apply for separate tariffs.

If there is no agreement between the trade negotiators, the products manufactured in China may have additional tariffs, which may last for 90 days.

In view of this, major Chinese manufacturers, including JA Solar and Yingli, have planned to suspend their products to the EU this month.

For the lowest pricing issue, industry insiders expect that there will be a compromise before the August 5 deadline or at the latest until December this year, because after the end of this year, anti-dumping duties will be imposed permanently.

As trade negotiations progressed, some Chinese solar manufacturers, including some Tier 1 suppliers, shipped their products to Croatia before yesterday to evade anti-dumping duties.

Since midnight on Monday, Croatia has become a full member of the European Union. Starting today, any solar products stored in Croatia can be sold duty free to all European countries.
