It explicitly requested the reform of the social organization management system and established a timetable for the reform. First, strengthen membership construction and improve service capabilities

In recent years, the Association has taken measures to strengthen the development of its members and made great progress. The average annual growth rate of the number of its members has remained above 10%, and its membership team has grown. As of March 31, the Association had 1,196 member units, including 94 deputy director units, 119 standing director units, and 126 governing units.

While achieving these achievements, it also exposed some problems in the work, highlighting: First, there are not many service projects provided by the Association to the member units, and there is no awareness of service innovation; second, the awareness of the member units to fulfill their obligations is not yet Strong, the enthusiasm and initiative of some member units to cooperate with the association is not enough. There are long-term arrears due from some members and even vice-chairman units, some non-participants and long-term non-participating in association activities and other undesirable phenomena; Third, the membership level system Incomplete, the level of lift is not quantified, making it difficult to upgrade in the actual operation.

In 2014, the Association will further improve its service awareness and service capabilities on the basis of improving related systems and strengthening membership management, and effectively enhance the association's attractiveness and cohesion. Specific measures include:

One is to increase service content. In 2013, the association made a number of tentative explorations and stipulated that when the member units of the association apply for the qualification assessment of security engineering enterprises, some of the dues may be reduced or exempted, and good results are achieved. In 2014, the association will continue to improve relevant measures to ensure that this work will benefit the member units. The association is also adding an enterprise chapter to the 2013 edition of the “China Security Industry Yearbook” that is being edited to reflect the achievements of excellent member companies in 2013 in terms of development, internal management, technological innovation, and cultural construction. In addition, in conjunction with the industry statistics work conducted, the Association also publishes relevant industry data in a timely manner to provide industry information services for member units.

The second is to amend the "organizational management regulations." Increase relevant quantitative indicators, establish reward and punishment mechanisms, and encourage members to actively participate in industry activities organized by the association. Second, highlight professional features, display industry development

Since its founding in 1994, the China International Social Security Products Expo has been successfully held for 11 sessions. The previous expo has always been adhering to the concept of “promoting security knowledge, displaying advanced technology, leading the development of the industry, and serving the public security”, and has concentrated on demonstrating security applications covering intrusion alarms, video surveillance, entrance and exit control, physical protection, explosion-proof security, and other social and public security fields. Technology and products, and continue to expand new application areas. With the approval of the Ministry of Public Security and the Ministry of Science and Technology, the 2014 China International Public Safety Products Expo is scheduled to be held on October 28 at the China International Exhibition Center (New Hall) in Beijing. It is estimated that the exhibition area will exceed 100,000 square meters, and the number of booths will reach 5,000. More than 1,000 enterprises.

The theme of this year's expo is "Safe China, Smart Security, Innovative Applications, and Livelihood Services." As the highest level of domestic and international professional and technical exhibitions in the security industry, this expo has the following features: First, the organization's work has been highly valued and strongly supported by the industry authorities. The director of the current Expo Organizing Committee was Yang Huanning, the deputy director of the Ministry of Public Security. The main leaders of the relevant business bureaus of the Ministry of Public Security served as members of the Organizing Committee. As the business unit of the association, the leaders of the Kexin Bureau attached great importance to the work of the Expo. Li Jian served as the deputy director of the Organizing Committee. The Deputy Secretary Tan Xiaozhun also put forward clear requirements for the exhibition work. He must “gather wisdom, energy, and manpower to ensure the safety of the Expo. In addition, professional technical groups of the Association’s Expert Committee will also organize expert technical seminars and other activities. The fourth is to strengthen horizontal cooperation and expand the field of new technologies in the security industry. With the advancement of science and technology and the development of the industry, the application of biometrics in security has become more and more widespread. In order to demonstrate the development results of China's biometric industry and promote the exchange and cooperation between enterprises, the Association will jointly organize the Biometrics Technology Forum during the exhibition. As a forum cooperation support unit, the association is fully committed to organizational coordination.

At present, the exposing and exposition work of the Expo is nearing completion and is expected to be completed by the end of April. In terms of exhibition area division, international pavilions accounted for 25% of the total exhibited area. In terms of domestic pavilions, the monitoring exhibition area accounted for 37.5%, intelligent building exhibition area accounted for 12.5%, entrance and exit control exhibition area accounted for 13%, and road traffic product exhibition area accounted for 6%. Equipment exhibition area is expected to account for 6%. The Professional Digital Cluster (PDT) Industrial Technology Innovation Strategic Alliance has confirmed its participation in this expo to showcase the research results of PDT systems and terminals in recent years. This is the second time since 2012 that the Alliance has participated in the Expo in the form of an alliance as a whole and will surely become A highlight of this fair.

As the most important part of the practical application area of ​​public security and combat technology, the organization of the exhibition of achievements has also started. The exhibition will adopt unified planning, unified design, unified layout and centralized display, using texts, charts, pictures, videos, physical objects and models in various forms, and highlighting the technical protection of urban and rural public security technology and management departments. Work results on the construction of work, video and video networking and sharing platforms, and the practical application of video surveillance systems.

The organization of the forum activities has also entered a period of intense preparation. As the brand event of the Expo, the China Security International Summit Forum, the Government Forum and the Technology Development Summit will invite government leaders, industry experts and scholars, industry and business leaders to focus on industry trends, policy trends, market demand, new technology research and development and new product applications. Other topics are discussed and exchanged. At present, the theme of the forum is in the process of planning. The guest invitation work has already started.

In March, the association also issued a notice and launched the activities of “excellent security products recommended for safety construction” and “excellent security engineering enterprises recommended for safety construction”. The recommendation work will follow the voluntary application of the company and open, fair, fair and objective principles, conduct evaluations and select the best recommendations from all over the country. It does not use any commercial activities for the purpose, and does not collect review fees from the company. After the recommendation results were reported to the competent authorities for record, they were recommended to the relevant national management and construction departments, and announced to the public, providing the basis for scientific decision-making at all levels of government departments, relevant parties and users.

Strengthening the propaganda work for participating companies is an innovative move in the service work of this expo. The Association held a special meeting to study and discuss the company's corporate communications plan, and decided to build a large screen in a prominent position on the scene of the exhibition, and to broadcast the audio and video trailers provided by participating companies. There is no charge for this event and all exhibitors can participate. The broadcasting plan is being drafted and it is expected to be officially released in the near future.

Six months before the opening of the Expo, the Association will make every effort to do a good job in the preparation of the next stage to ensure the success of the Expo. Third, use all resources to carry out statistical work in the industry

The development of industry statistics is an important measure for the association to strengthen its industrial infrastructure. Having a clear understanding of the industry's family background provides both a reference for government departments in charge of decision-making and guidance for the development of the industry, and also meets the needs of related organizations for industry information. In 2014, the association listed the work as a task to be focused on and plans to adopt the following measures:

The first is to join local security associations and conduct a national statistical work. At present, security associations in Beijing, Shanghai, Chongqing, Hainan, and Xinjiang provinces and regions have organized and carried out statistics on the industry in the region, but the statistics, statistics, and statistical indicators are still not exactly the same. Under the leadership of the Public Security Bureau's Bureau of Letters and Letters, the association will strengthen the contact and cooperation with the technical defense management departments and security associations throughout the country, and organize an industry-wide data statistics work nationwide. The main purpose of this statistical work is to grasp the overall development status of China's security industry, to understand the development trend of the industry, to determine the development trend of the security industry, to accumulate experience for the normalization of the security industry in the next step, and to lay a solid foundation for building a national statistical system for the security industry. basis. The statistical work will follow the principle of "unified deployment, integration of resources, good foundation, and gradual progress." Unified deployment refers to the division and collaboration between the China Security Association, local technical protection agencies, and local security associations under the unified leadership of the Ministry of Public Security's Bureau of Letters and Letters; integration of resources means expanding the scope of data sources as much as possible and gathering data from multiple parties; A good foundation means that through this statistical work, we will accumulate experience for the next normal industry statistics work, and also lay a good foundation for building a national industry statistical system; step by step means that the contents of this statistics should not be excessive, and the statistical tables should not be excessive. It should be concise and able to reflect the industry development profile. The scope of this survey is for the national 31 provinces and regions (excluding Hong Kong, Macao, Taiwan) security companies, but does not include security companies that have been listed on domestic and foreign stock exchanges. The plan is for the provincial security associations to recommend 30-50 representative companies from the members of the Association as statistical samples. In areas where there is no provincial security association, 30-50 households are recommended by the provincial public security and technical protection management departments as statistical samples. The statistical content is the basic situation of the company and the operating conditions for 2012-2013. The statistical work plan is in the process of being perfected. It will be presented at this meeting to representatives of the meeting to discuss and listen to opinions and suggestions from all parties. After supplementing and improving, the association plans to start the work in May and complete it in August.

The second is to integrate internal resources and strengthen the statistical work of member units. At present, the Association has established information resources such as member-unit information bases, safety engineering enterprise assessment work-bases, “double push-one-review” enterprise database, and exhibitor information database. However, these databases lack organic links and information integration work is not in place. There is an island of information. To this end, the Association intends to establish a unified information management platform to fully integrate all existing information and achieve the goal of comprehensive development and rational utilization.

Fourth, seize the opportunity for reforms and promote qualification assessment

Under the leadership of the Ministry of Public Security's Branch and Information Bureau, the association has organized the evaluation of security engineering enterprise qualifications for eight years, and has conducted trials in seven provinces, regions and cities including Beijing, Tianjin, Hubei, Hainan, Fujian, Guangxi and Guizhou. Five non-pilot provinces and cities in Jiangsu, Shanghai, Sichuan, Hebei, and Yunnan provide enterprises with qualification assessment services through direct acceptance assessment. As of April 15, a total of 2,380 security engineering enterprises have obtained qualification certificates, including 934 in Beijing, 293 in Hubei, 60 in Tianjin, 273 in Fujian, 223 in Guangxi, 287 in Jiangsu, 161 in Hainan, and 130 in Guizhou. There are 13 in Shanghai, four in Sichuan, one in Hebei, and one in Yunnan. In addition, more than 2,500 companies are still applying for the association's qualifications.

Qualification assessment has aroused widespread concern and positive response from the majority of security engineering enterprises. The assessment results have been widely recognized and adopted by the government procurement department, construction unit, and bidding agency, which helps curb the unregulated competition in the security engineering market and safeguard the legitimate rights and interests of consumers. It has played an active role in supporting major national project construction and other aspects. It has also laid a good foundation for the promotion of unified qualification assessment in the country. At present, the qualification evaluation standards and evaluation procedures have also become increasingly perfect, and a complete set of relatively complete qualification evaluation systems have been formed. The applicability and operability have been greatly improved, and the influence of evaluation work and brand building have been greatly improved. .

In 2013, the “State Council’s Institutional Reform and Functional Transformation Plan” pointed out that the qualification qualification and certification should be reduced. Except for the qualification qualifications that need to be set up in occupations and industries with special reputation, special conditions or special skills as required by the Administrative Licensing Law, all other qualification qualification permits shall be cancelled. Where it is necessary to carry out level evaluation of enterprises, institutions and individuals, the State Council department shall formulate occupational standards or evaluation criteria according to law, and shall be specifically determined by the relevant industry associations and societies. The Association will firmly grasp the powerful opportunity for the transformation of the functions of government departments, increase propaganda, strengthen contact and communication with the localities, and promote the establishment of a national uniform security appraisal system for security engineering companies in accordance with the principle of “actively, steadily, and gradually promoting”.

At the end of March, the association held the “Security Engineering Enterprise Qualification Assessment Symposium”, summed up the progress of the work in each pilot area, analyzed the new situations and new problems that emerged in the assessment work, and proposed adjustments to some provisions of the current qualification evaluation system. Complement and improve opinions and suggestions. The heads of security associations in some non-pilot areas were also invited to participate in the conference. They also discussed the ideas and suggestions for qualification assessment work in conjunction with the work of their respective associations. The successful convening of the forum will play an active role in perfecting the existing security engineering enterprise qualification evaluation system and strengthening the exchange of qualifications and qualifications across the country.

V. Carry out relevant research, improve vocational training and skills appraisal

Since 2005, under the leadership of the Ministry of Public Security's Branch and Information Bureau, the Association has carried out successful professional training and skills appraisal in the security industry. It has successfully declared two security and security assessment designators and security system installation and maintenance personnel. Occupation has been approved, corresponding professional standards have been issued, national vocational training materials have been published, skills qualification database has been compiled, and a training teacher team has been established. These efforts have effectively promoted professional training and skills appraisal in the security industry.

In September 2013, the Ministry of Human Resources and Social Science held a special meeting to conduct research on issues such as the directory of professional qualifications of skilled personnel to be canceled and put forward opinions and suggestions. The meeting pointed out that in accordance with the overall requirements of the State Council's agency function change work, the Ministry of Human Resources and Social Sciences intends to transfer the skills appraisal of some occupations to the relevant industry associations. The pilot work will be launched in the first half of 2014. The meeting also proposed to include the "safety precautions design appraisers" occupation into the first batch of pilots.

To this end, the Association actively adjusted the direction of work and the focus of its work, actively deployed, and made preparations for the successful fulfillment of its functions under the leadership of the competent government departments: First, it organized and conducted special studies. Under the leadership of the Ministry of Public Security Bureau of Letters and Information, the Association will invite relevant experts to form a research team to carry out the current vocational training and skills appraisal management system and management methods in China, vocational training in relevant industries and the working mechanism and work status of skills appraisal agencies. Based on this investigation, the vocational training and skills appraisal management system that meets the characteristics of the security industry is studied and proposed to form a research report and reported to the Bureau of Public Security Bureau of Public Security. In addition to the above major tasks, the Association will continue to focus on building internal management systems, strengthening organization and standardization, and doing a good job of editing, publishing, and distribution of "China Security" magazine, "Security Communication" and "China Security Industry Yearbook". Enhance the capabilities of China's security industry network for information services, organize a variety of cultural and sports activities, and further promote the development of industry culture.
