Third, the organization and implementation

(1) Strengthen organizational leadership. Governments at all levels have overall responsibility for the production of peak-peak production in this region. On the basis of the peak production requirements of this plan, combined with the characteristics of the industry, the layout and the situation of the enterprise's sewage discharge, and the location of the company, the specific peak production implementation plan will be formulated. According to the local air quality improvement target, the peak-level shutdown plan can propose a larger range of peak-peak production requirements. The measures should be specific to the county (city, district), and refined to the enterprise and production line. It is strictly prohibited to achieve a win-win situation for both economic and environmental benefits. The Provincial Industry and Information Technology Committee and the Environmental Protection Department, the Public Security Department, the Transportation Department, the Housing and Urban-Rural Construction Department and other departments are responsible for guiding the peak production of industrial enterprises in various places. All relevant departments should strengthen coordination, close cooperation and form synergy according to their division of responsibilities. Work together to promote the production of peaks in an orderly manner.

(2) Implementing power monitoring. The provincial environmental protection department and the electric power company shall establish a monitoring and monitoring platform for industrial enterprises' peak-peak production and electricity consumption, and conduct daily monitoring on indicators such as air pollutant discharge and electricity consumption in the province's peak-peak production enterprises, and analyze and analyze the pollutant emissions and use of enterprises every day. The change of electricity quantity, judge whether the enterprise implements the production stoppage measures, whether to implement the production restriction measures as required, timely discover the problems, and report to the provincial environmental attack office.

(3) Strictly supervise accountability. The municipal governments and municipal governments directly under the jurisdiction of the provinces shall, in light of the objectives and tasks listed in this plan, organize special inspections for the peak production of winter industrial enterprises, and severely crack down on environmental violations such as non-implementation of peak production requirements. Enterprises that require the implementation of the requirements for suspension of production limits shall be included in the scope of production control and shall be investigated and punished according to laws and regulations. The 6 provincial environmental protection inspection teams should incorporate the implementation of the peak production requirements of various localities into the scope of daily supervision. As an important part of the provincial environmental assessment, monthly assessment and monthly assessment, the implementation of the responsibility is not implemented, the work is not effective, and the findings should be included in the The local government and relevant personnel not listed in the list of the company's peak-peak production enterprises are strictly accountable.

(4) Pay attention to propaganda and guidance. All localities should do a good job of publicizing and interpreting the production of the wrong peak production, widely publicizing the necessity and importance of the production of the wrong peak, publishing the report phone, the WeChat public number, etc., implementing the air pollution award report, and doing the work of the workers of the wrong peak production enterprises. To create a strong atmosphere for pollution control, scientific pollution control, and pollution control according to law.
